Dear Rachel Shuman,
Literally dozens of chemical reactions go into the manufacture of paper from recycled paper (compared to hundreds involved in the manufacture of virgin paper from wood pulp). EPA is not the authority on this. One such authority is TAPPI , the Technical Assn. of the Pulp Paper Industry whose 'Environmental Committee' or 'Caucus' holds at least annual conferences and issues publications far more likely to be the sources you need.
