We don't know specific Georgia recyclers nor markets, so call the US EPA's Recycling hotline at 1-800-8CLEANUP. Be sure that you know what the pads are principally made of. Also try the Recycling expert at US EPA Region 4 (Atlanta) at 404-347-3555.
