Dear Ms. R.,

Batteries are recyclable. Finding a program to recycle them is difficult. The rechargeable battery program that you have found, probably is the best known recycler of batteries in America -- The Portable Battery Recycling Association. I believe that it has expanded to include some non rechargeable batteries as well. I also know that many states legislatures have been demanding take back programs by battery manufacturers and that some have been successful. Unfortunately most of the successful ones I'm aware of our those where the batteries are in major appliances or computers. Toshiba for example, Apple for example has such programs, more so in Europe than in the U.S., but in U.S. as well. At this stage of uncertainty I would write to the major battery manufacturers and asked under what conditions they recycle postconsumer batteries? There is no national legislation to recycle them. There is however national legislation which in effect makes it risky to landfill or incinerat them.
