Dear Mark Sedlak,

Shrink wrap and flimsy plastic bags are most commonly made from Low Density Polyethylene (LDPE) or LLDPE. You want to find a recycler of this material in your region.
Several options for directory information for a recycler:

Contact the US EPA Solid Waste staff member responsible for recycling in EPA Region 3, who I believe is Jeffrey Alper, tel: 215-597-9636.
OR
Call the Recycling Hotline and get directory info from them: 1-800-CLEANUP.

The Research Library for RCRA only keeps this information for the section of the country which we are working with, New England.
