Dear T. Curtin,

So far as I know, the only law on the roles of Massachusetts is the ban on landfilling or incinerating recyclable paper, in effect as of 12/31/94. The Master Plan of 1990, amended in 1994 shows no other laws concerning paper, but there are statewide goals and regulations that have different effects and authorization that the force of law.
