I m not sure just what products you saw. I can find two things (easily) that they might have been:
Ecoblock is put out by Rural Collection Tire Recycling whose contact person is Glenda Gates, tel: 504-344-8298.
Ecoblock is a cement block filled with compressed crumb rubber which interlock in a tongue and groove design.
A sound barrier made of rubber brick-like constructions is put out by Carsonite, Inc., Contact person: Paul Schubring, tel: 916-725-1373.
The barriers use crumb rubber interiors with a composite outer shell.

Other possibilities include:
