Dear Debi,
Many individual states have adopted recycled paper standards, most, if not all, keeping to the US EPA s standards for its procurement. The standard for postconsumer content in printing and writing papers for example is almost universally a minimum of 15%.
Additionally many trade associations involved in paper, and several companies, as well as 1 standards organization have created or proposed standards for definitions of recycled and similar terms.
The agency that tracks all the involvement in this is the Buy Recycled Alliance of the National Recycling Coalition which should be able to be reached via the NRC s web page and via a dozen other media.
Examples of individual assns or companies include The Direct Marketing Assn., The American Newspaper Publishers Assn., and the American Forest Paper Assn.
