Dear John Fifield,
Recycling finely ground concrete should not be a problem if it is being recycled into new concrete or into road sub-base and other road building or concrete applications. However, I m insufficiently expert at the details, that I must give you a referral to an organization which would probably have the expertise that you require:
Asphalt Recycling Reclaiming Assn., #3 Church Circle, Suite 250, Annapolis, MD 21401.
Also, I d talk with some practitioners, who in EPA Region 1 include (no recommendation intended or implied):
American Reclamation Corp., Bill McCambridge, Charlton, MA tel: 508-248-3777
Brox Industries, Erik Stevenson, Dracut, MA tel: 508-454-9105
Commercial Recycling Systems, Doug Gleason, Scarborough, ME, tel: 207-883-3325.
