Dear Frank Prasil,

No one, I think, has thought to issue right to pollute credits for recycling or for landfill/incinerator avoidance. It doesn't really make a great deal of sense. What is normally being traded in the Title IV (of the Clean Air Act regarding Acid Rain) is specific emissions of specific gasses. What would be traded here?
