Dear Phil Bradshaw,
The rule is with pressure treated wood, that if when it is a waste, it is not a hazardous waste unless somehow processed making it safe to recycle, you can't recycle it.
If it isn't a hazardous waste, you still need to meet various statutary limits in order to recycle it. The limits are complex. However, it can be done.
