Dear Peter White,
I can answer only a part of your question. In the US, solvents or sludges that cannot be recycled are typically blended for fuel in cement kilns or industrial boilers, or is just incinerated for energy recovery. I would contact one of the largest US recyclers of hazardous solvents , Safety Kleen, to ask about your granulator technology question. Regarding who recycles solvents in Europe, I would ask the OECD's environmental desk.
