Dear Narayan,
There is no central way to get price data for current exports unless you search for the prices of specific transactions or if a trade association such as theSteel Recycling Institute puts out current prices on products of concern.
Financial institutions sometimes monitor this and report on their findings, but this is spotty. The First Boston Corp for example has a periodic report on certain industries which make extensive use of recycled commodities.
Export licenses: US Dept. of Commerce will issue them, as may certain state offices of International trade. In Massachusetts, for example, there is the MA Office of Int'l Trade, 100 Cambridge St., Suite 1302, Boston, MA 02202

Also, there are country desks at the US DOC, specializing in markets within the countries they represent.
There is also an exports database with different names, hat is classified not by SIC codes but by modified SIC codes (6 digits I believe). It has tonnage info for scrap and waste products to different nations, and perhaps aggregate values of shipments, but the last time that I looked, it did not have pricing information.
