At the federal end of things, there is not problem at your advertising this process as recycled product. There are no regulations requiring any certifications. There are independent certification agencies such as Green Cross and Green Seal which put out seals of approval, but these have nothing to do with government. For the state of Florida, I cannot say, but typically states do not require anything that would affect you; it is only in cases where substantially flase claims are made that states might step in. This appears not to be such a case. You are transforming one product into another even though no chemical, but only physical changes are occurring. That is still recycling.
