There is no specific literature concerning sandpaper recycling. However, sandpaper is often included in miscellaneous construction paper wastes which includes roofing paper, wrapping papers, fiber tapes, etc. which are recyclable. Practically speaking, I don't think that there is much of a market for sandpaper to be recycled into a specialized product. However, let me give you a few Construction Product recyclers with whom to check:
Used Building Materials Assn., Winnipeg, Canada, 204-947-0848
North Shore Recycled Fibers, Salem, MA 617-289-9400 (area code may have changed)
Celotex, Tampa, FL 800-556-4215
Homasote, W. Trenton, NJ 800-257-9491
National Fiber, Belchertown, MA 413-283-8747
