Dear Jenn,

The hardest part of convincing people to recycle is probably to remember to explore alternatives to what they purchase and to buy recycled content products on an ongoing basis. Markets sustain recycling more than more collection does in 2000.

That is only at the level of the individual which is the level of your question.
