Dear Wendy Siemens,
Starting a waste exchange is mostly a matter of publicity to likely donors and receivers. A physical waste warehouse is not necesary nor desirable usually. I suggest that you speak with some waste exchanges, such as:

Southern Waste Information Exchange, Tallahassee, FL, tel: 904-386-6280
Also, read an issue of their paper copy listings; these inevitably give a good description of what the rules are and how the exchange works.
