Technically paper cups and plates and facial tissues can be recycled. Practically speaking, it is unlikely to be an attractive scenario except in a food service situation where that is the bulk of if not the entire waste stream, where contaminants could be got rid of en masse without contaminating a higher quality recycled paper supply. Practically, in most situations, one would not wish to recycle used plates with food residuals or used facial tissues.
