Dear L McInerny,

Assuming food waste, yard waste, construction waste diversion, in addition to regular large fractions of MSW, the realistic, attainable figure is 80%-90%, usually in stages of:
1) to 2 years ops: 25%
2) 2-5 years ops: 35-55%
3) 5-8 years ops: 60-80%
4) 8-12 years ops: 85-90%
