Dear Yemina Paraj,
Effluent-free paper is paper manufactured without creating hazardous waste effluents.Waste water is always a byproduct of manufacturing paper; one can minimize this as well as manufacture with recycled feedstocks to obtain waste water streams lacking hazardous constituents. I think that is what you are referring to.
